Signal: Two changes hit PEIs in close succession. The Committee for Private Education was dissolved on 1 October 2024; SkillsFuture Singapore (SSG) now directly exercises enforcement powers under the Private Education Act. Shortly after, EduTrust Guidance Document Version 4 was released in January 2025, updating the certification criteria to 7 domains, 24 sub-criteria, and 35 items. PEIs that enrol international students face an additional exposure: losing EduTrust certification also costs them their Student Pass issuance rights through ICA, which is an existential revenue risk for international-student-focused schools.
