Singapore Contractor WSH Performance Data Feed
A subscription API that aggregates MOM's public contractor WSH demerit scores, enforcement actions, incident records, and WIC insurance claims into a structured, bulk-queryable data product consumed by WIC insurers for premium pricing, property developers for procurement screening, and GRC software vendors embedding contractor risk into their platforms.
研究阶段进度
Demand side (3.5/5): Three buyer segments each have a documented operational need: WIC insurers need bulk safety records for premium pricing (access to claims data mandated since 2021 but still manual), property developers bear legal liability under the WSH Design for Safety framework and have no automated screening tool, and GRC/construction software vendors want contractor risk scores as an embeddable feature. The WSH regulatory tightening cycle is active (fine ceiling doubled 2024, SDQ framework extended, WICA limits +19% Nov 2025), so demand is growing. WIC insurer universe confirmed at 23 MOM-designated insurers. SAM is small (~S$1.2M) but the data feed model has near-zero marginal cost per subscriber. Competition side (2.5/5): No direct competitor offers a bulk API over Singapore MOM enforcement data today. Global platforms (Avetta, ISNetworld) use contractor self-reporting, not government enforcement records. Local SaaS vendors (Hubble, NGT) do not aggregate or resell MOM data. However, the competitive moat is thin: MOM could publish an API itself (Singapore has a strong API-first government infrastructure track record), and the data access constraint on CheckSafe (commercial redistribution likely restricted per FAQ) is a structural blocker that must be resolved before revenue is viable. Score discounts the strong demand signal by the unresolved data licence risk.
Overall: INFEASIBLE at 3.5/10. Four sub-dimensions scored: Technology (4/10) — pipeline is straightforward but highest-value data source (CheckSafe) is legally inaccessible; Financial (5/10) — LTV/CAC of 4x and break-even at 18 customers is workable conditional on data access, but SAM ceiling of S$1.2M limits upside to a lifestyle-scale business; Compliance/Legal (1/10) — CheckSafe commercial redistribution block is a hard stop; regulated WIC insurer buyers require provenance documentation a scrape-and-resell model cannot provide, and no MOM data-sharing agreement exists or has been indicated; Competitive (4/10) — no direct competitor today but moat is thin and MOM could publish its own structured API at any time. Biggest killer: the CheckSafe data licence wall. The product has real demand, workable unit economics, and no direct competition, but cannot be legally built in its current specification. Score would revise to approximately 6.0-6.5 if a formal MOM data-sharing MOU is secured.

One-liner
A subscription API that aggregates MOM's public contractor WSH demerit scores, enforcement actions, incident records, and WIC insurance claims into a structured, bulk-queryable data feed sold to WIC insurers for premium pricing models, property developers for procurement screening, and GRC software vendors embedding contractor risk into their platforms.
How this was found
- Method: Trend Sniffer (enforcement volume surge + insurance data transparency) + Pain-point Extractor (manual-only CheckSafe gap) + Idea Generator (public data x no API = data product opportunity)
- Signal: MOM's WSH fine ceiling doubled in 2024 (now S$500K-S$1M corporate first conviction). Over 3,800 composition fines and 200+ court prosecutions in 2024-2025. WIC insurance market has had full access to employer claims data since 2021 but through manual processes. MOM's CheckSafe is a manual web lookup with no bulk access or API.
- Evidence: assets/evidence.md (MOM CheckSafe page, MOM demerit point system, Allen & Gledhill enforcement update, MOM WSH Report 2025, MOSAIC demerit guide, MOM action against errant companies page)
Demand
Three distinct buyer segments create pull here.
WIC insurers need to price premiums accurately using contractor safety track records. Since 2021, they have had access to claims and enforcement data, but the access is manual. A bulk API with normalized firm-level risk scores would let underwriters automate premium differentiation rather than querying MOM's web interface firm by firm.
Property developers are legally accountable under the WSH Design for Safety framework. When a developer appoints a main contractor who then hires subcontractors with poor safety records, the developer shares liability. Developers have procurement incentive to screen contractor safety history before contract award, but no tool currently automates this. CheckSafe requires individual lookups by company name or registration number; it cannot be embedded in a procurement workflow.
GRC software vendors serving the construction sector (firms like Hubble, NGT Safety Solutions) could embed contractor risk profiles into their existing platforms rather than building the data collection themselves. This is a B2B2B distribution play: sell the data feed to a handful of platform vendors who surface it to their end customers.
The data itself is all public: MOM publishes demerit point records, enforcement actions, and errant company lists as public web pages. The product is the aggregation, normalization, enrichment, and API delivery layer on top of public data.

Notes for downstream research
- Key assumption to verify: does MOM's public enforcement data (CheckSafe, errant companies page) have terms of use that restrict commercial redistribution? This is the single most important risk to validate before any investment.
- If web scraping is restricted: explore whether MOM publishes machine-readable datasets on data.gov.sg with open license. Several MOM datasets already exist there.
- Market size proxy: Singapore has approximately 4,000-5,000 active main contractors and tens of thousands of registered subcontractors. The buyer side (WIC insurers, developers, GRC vendors) is a small B2B market: roughly 5-10 WIC insurers, 50-100 major developers, 10-20 GRC software firms.
- Competitor check: no identified competitor providing a bulk contractor WSH risk API. Nearest analogues are international contractor risk databases (Avetta, ISNetworld) but these focus on contractor self-reporting rather than public enforcement data.
- Revenue model: annual API subscription (S$3,000-10,000/year for insurers/developers) or per-query pricing for occasional user. GRC vendor white-label licensing at S$500-2,000/month.
- Red line: data must be attributed to public government sources. Cannot claim analytical conclusions are official MOM ratings. "Derived from public MOM data; not an official government rating" disclaimer required.
